Fred Marquand was born in 1905. At an early age he was hand poking tattoos on himself. By the 1920s he had acquired tattooing equipment from J.F. Barber and set up a shop in his home in Bellingham, Washington. Marquand served in the United States Navy in the 1920s and again in the 1940s. Marquand continued to tattoo through the years but was forced to keep a day job to make ends meet.
